Implementing an Open Data Policy (D200)

Consisting of three modules, each with three sub-modules, D200: Open Data Policy is an advanced course of the Community Solutions Network One-to-One Advisory Service. The course builds on the knowledge gained from D100 Fundamentals of Data for Open Smart Cities and is complementary to D201 Data Governance in Open Smart Cities. This course provides areas to consider when developing an open data policy with case studies and examples from various government organizations.

Once you have finished D200: Developing an Open Data Policy you should have an increased awareness and understanding of:

1) Scoping an open data policy
2) Structuring a policy
3) Delivering a policy

The development of this course was a reflection on decades working in the data field (commercial, start-up, academic, and government) upon transforming and changing a municipal open data program.

The course was written to provide information, examples, scenarios, and considerations that would have been extremely valuable during my open data transformation journey. It serves as a collection of practices and considerations for building an open data policy and program; from content made available from Canadian municipal and provincial governments. While this course aims to cover a wide range of topics with tangible examples it cannot cover all examples or nuances that may exist within an organization.

Open data programs have been traditionally implemented at the municipal, regional, provincial/state, and federal government level.
